El Ayuntamiento de Vitoria-Gasteiz abrió al público las nuevas oficinas municipales ubicadas en el barrio de San Martín en junio de 2015. Las obras concluyeron en marzo-abril y desde comienzos de junio se ha realizado el traslado de los diversos departamentos y de forma progresiva.
Todos los partidos políticos estuvieron presentes en el acto institucional de apertura de las nuevas instalaciones de San Martín: Gorka Urtaran ha estado arropado por concejales de PP, PSE, PNV, EH Bildu, Irabazi y Hemen Gaude-Sumando. El nuevo Ayuntamiento se comenzó a gestar en la legislatura de Patxi Lazcoz, y se construyó durante la época de Javier Maroto.
Con esta apertura se pone en funcionamiento un gran espacio de atención ciudadana que centraliza, en un solo edificio, los servicios de gestión ciudadana con el Ayuntamiento.
En horario de 08:30 a 14:00 horas, de lunes a viernes, los vitorianos podrán realizar en las oficinas de San Martín sus gestiones con todo lo relacionado con Hacienda, Función Pública (firma de contratos, certificados), Promoción Económica y aquellas referidas a la entrega de documentación de licitaciones y concursos municipales en el Registro General, que también pasa a estar ubicado en este edificio.
El acceso del público al nuevo Ayuntamiento se realiza desde la calle Pintor Teodoro Dublang 25, a través de la nueva plaza que se ha urbanizado en esa calle. Para poder acceder en autobús urbano, las líneas de Tuvisa con paradas en las proximidades del edificio son la L10 (Aldaia), L1 (Circular), L4 (Mariturri) y L6 (Zabalgana). Además del aparcamiento de 180 plazas (de pago sólo en horario de atención al público y gratuito de 15:00 a 07:00 horas), las nuevas oficinas municipales disponen de aparcabicis en su exterior.
Al traslado de estos servicios se sumará, a partir del próximo 20 julio, el de los servicios relacionados con Medio Ambiente, Urbanismo, Vía Pública, Cementerios y Padrón, entre otros.
El nuevo edificio municipal es un espacio construido por la UTE Lepazar XXI. El contrato recoge que la sociedad sufraga los 37 millones de euros de la construcción y asume también los gastos de equipamiento y mantenimiento del edificio durante 30 años . En este periodo, el Ayuntamiento pagará un alquiler de 2.900.000 euros al año y después pasará a ostentar la propiedad de las oficinas .
