Até à segunda administração de Saturnino de Souza e Oliveira, entre 1841 e 1842, Porto Alegre ainda não dispunha de um mercado central, sendo o comércio distribuído por vários pequenos estabelecimentos. Foi então constituída uma sociedade para a construção de um prédio adequado, localizado na antiga Praça do Paraíso, na área atualmente arborizada da Praça XV de Novembro. Este primeiro Mercado Público tinha uma planta quadrangular, em alvenaria de tijolos e com um portão de ferro, ficando pronto em 1844 e devendo concentrar todo o comércio de carne da cidade. Em 1845 foi contratado o seu rebocamento externo e caiação.
 Em 1851 foram iniciadas discussões para a construção de um novo prédio, mais amplo, e o engenheiro Frederico Heydtmann apresentou um projeto em 1861, mas o desenho foi alterado substancialmente com ampliação das dimensões e acréscimo de torreões nos cantos. Homologado o projeto com as suas adaptações, a construção teve a sua pedra fundamental lançada em 29 de agosto de 1864. A inauguração ocorreu em 3 de outubro de 1869, sendo franqueado o acesso à população em 1 de janeiro do ano seguinte. A obra custou aos cofres públicos a importância de 246 contos de réis, bastante elevada para a época.
Em 1871, o pátio interior foi calçado, e arborizado em 1873. Em 1886, foram instalados 24 chalés no lugar das árvores. Na administração de José Montaury foi elaborado um projeto de ampliação, construindo-se um segundo piso para abrigar escritórios comerciais e industriais e repartições públicas. Em 1912, ainda em obras, irrompeu um grande incêndio que destruiu todos os chalés na área interna. O segundo pavimento ficou pronto em 1913, e novos chalés, agora de metal, bem como uma câmara frigorífica, foram entregues em 1915 pela empresa Bromberg & Cia.
 O mercado sofreu com as enchentes da cidade, especialmente a enchente de 1941, e com novos incêndios em 1976 e 1979. Na administração de Telmo Thompson Flores correu o risco de ser demolido para construção de uma avenida, mas o clamor popular fez com que a decisão fosse reconsiderada.
O prédio, em estilo eclético com forte influência neoclássica, foi tombado como Patrimônio Histórico e Cultural de Porto Alegre em 12 de dezembro de 1979.
Em 1990, a administração da cidade organizou uma equipe multidisciplinar para desenvolver um projeto de restauração. A reforma criou uma moderna estrutura de aço e vidro para cobertura da grande área do pátio interno, recuperou a percepção visual das arcadas, resgatou as circulações internas, criou novos espaços de convivência e implantou redes de infraestrutura compatíveis com o funcionamento do Mercado. Foi construída uma nova cobertura que possibilitou a integração entre o térreo e o segundo pavimento. No segundo pavimento, onde antes existiam escritórios e repartições públicas, atualmente estão instalados diversos estabelecimentos como restaurantes, lancherias, etc.
O edifício sofreu um incêndio em 2003, no qual 10% da sua área ficou destruída. Encontra-se atualmente em reconstrução, mas em funcionamento.

Until the second administration of Saturnino de Oliveira e Souza, between 1841 and 1842, Porto Alegre still did not have a central market and trade spread across several small establishments. It was then constituted a society to construct a suitable building, located in the old Paradise Square, in the currently wooded area of Praça XV November. This first Public Market had a square plan, masonry bricks and an iron gate and got ready in 1844 concentrating all the meat trade in city. In 1845 it was comissioned its external plastering and whitewashing.
In 1851 started discussions for the construction of a new and wider building, and the engineer Frederick Heydtmann presented a project initiated in 1861, but the design was changed substantially enlarging the dimensions and adding turrets at the corners. Approved the project with adaptations, the building had its cornerstone laid on August 29, 1864 The inauguration took place on October 3, 1869, with access to the population allowed on January 1st of the following year. The work cost the public coffers the importance of 246 contos, quite high for the time.
In 1871, the inner courtyard was paved and planted with trees in 1873. In 1886, 24 cottages were installed in place of the trees. In the administration of José Montaury it was proposed an expansion project and a second floor was built to house commercial, industrial and government offices. In 1912, still in the works, a large fire broke out which destroyed all lodges in the inner area. The second floor was completed in 1913, and new cottages, now in metal as well as a refrigerator, were delivered in 1915 by the firm Bromberg & Cia.
The market suffered from the floods in the city, especially the flood of 1941, and new fires in 1976 and 1979. The administration of Telmo Thompson Flores wanted to demolish the building to construct an avenue, but the public outcry made the decision to be reconsidered.
The building, in eclectic style with strong neoclassical influence, was declared a Historical and Cultural Heritage of Porto Alegre on December 12, 1979.
In 1990, the city administration organized a multidisciplinary team to develop a restoration project. The reform created a modern structure of steel and glass to cover the large area of the inner courtyard, regained a visual perception of the arcades, rescued the internal circulations, created new living spaces and implemented network infrastructure compatible with the functioning of the market. A new cover that enabled the integration between the ground floor and the second floor was built. On the second floor, where before there were offices and government offices are currently installed various establishments such as restaurants, snack bars, etc.
The building suffered a fire in 2003, in which 10% of the area was destroyed. It is currently under reconstruction, but functioning.
