The sign indicates a change of time. Technically that's correct. If you are driving, its fine to change the clock on your car. If you plan on stopping, then you might need to know that Shebandowan continues to run on Eastern Standard Time (GMT-5:00), the same as Thunder Bay.
In Atikokan, the city functions in the Central Standard Time Zone (GMT-6:00); however, they do not observe Daylight Savings Time -- and so in the winter months it also runs on the same time as Thunder Bay.
