Filho do cap. Inácio de Sá Sottomaior e neto do cel. de milícia Inácio de Sá Sottomaior.
Seus primeiros ensinamentos foram na escola do professor Miguel Schleder, conhecida, na época, pelos altos padrões rígidos, e a conclusão do curso primário no Colégio Curitibano, então sob a direção do professor Nivaldo Braga.
Formou-se na cidade do Rio de Janeiro na graduação de Direito e em Ciências Políticas e Sociais.
Destacando-se no estudo da geografia e história, Sebastião Paraná publicou obras que representam o melhor que se possuía na matéria e demais temas. São de sua autoria os seguintes livros: Esboço Geográfico do Paraná (1889), Corografia do Paraná (1899), O Brasil e o Paraná (1903 e relançado em 1925 e 1941), Guia do Comerciante (1909), Os Estados da República (1911), Exultação (1913), O Alcoolismo e o Jogo (1913), Galeria Paranaense (biografias de 1922), Países da América (1922), Países da Europa (1926), Efemérides da Revolução de outubro de 1930 no Estado do Paraná (1931). O livro O Brasil e o Paraná alcançou sucesso de venda em 1941 quando foi relançado a 22° edição da obra.
Exaltado patriota, por ocasião da Revolta da Armada, alistou-se no batalhão “Benjamin Constant” para combater os inimigos da república. Finda a campanha, recebeu a patente de capitão honorário do Exército, graças a sua impoluta conduta, disciplina e obediência às leis.
Ao retornar a Curitiba, foi nomeado secretário da Junta Comercial do Paraná.
Em dezembro de 1905 casou-se o jovem Elvira da Costa Faria.

The book Brazil and Paraná reached a successful sale in 1941 when it was reissued to the 22nd edition of the work.
Exalted patriot, on the occasion of the Armada Uprising, he enlisted in the battalion "Benjamin Constant" to combat the enemies of the republic. After the campaign, he received the rank of honorary captain of the Army, thanks to his unimpeachable conduct, discipline and obedience to the laws.
Upon returning to Curitiba, he was appointed secretary of the Parana Commercial Board.
In December 1905 the young married Elvira da Costa Faria was married.
