Note added 3/9/2017: This is one of those puzzles where finding the key information gets harder as time goes by. However, there is a web site that will be very helpful, and once you have identified the theme of the puzzle you can find the web site. It is pppppyyyy.IaaF.com, where

ppppp is a five letter place name (e.g., PARIS),
yyyy is a four digit year (e.g., 2017),
and IaaF is a four letter acronym, beginning with I for International and ending with F for Federation (e.g., IWRF).
