Originally built as the headquarters for the National Union of Boot and Shoe Operatives and was called St. Crispin's Hall. There was no Church in Norwich dedicated to this saint but the name of this hall and nearby street are in memory of the Patron Saint of Shoemakers. The congregation of Surrey Chapel moved from their Victorian Chapel that was falling down in 1984.
The archetects of the original building (husband and wife partnership Michael and Sheila Gooch)were inlisted to help extend and adapt the building. This included extending the first floor hall to become the meeting room of the Chapel and installing a raised wooden area that houses a baptistry, simple wooden pulpit and an old oak table that came from the original Chapel and is used for communion. The distinctive wooden chairs that date from the 1930s also came from the old building.
