Bunker je bil izkopan med drugo svetovno vojno za delavce v sedanji tovarni Impol, ki je za Nemce delala vojaško pomembne bakrene in druge izdelke. Bistričani, ki so delali v Impolu, naj bi se skrili v bunkerju, zaklonišču med morebitnim bombardiranjem tovarne.
Ob koncu vojne je šef OZNE (Oddelek za zaščito naroda) dobil nalog, a brez spiska. Sam je sestavil seznam obsojenih, večinoma bogatejših ljudi, ki so jih nagnali v bunker.
