This cache IS at the published coordinates, but in order to log it, you must first have found a cache that was placed the same day you started caching (i.e. registered your geocaching.com account). All existing finds count, so if you have already found one, you can go and log the cache immediately. Well that was the original intention, but given the number of days that are missing for placed caches which apparently go to 2005 and beyond, I have had to think again.
For the purposes of this cache, the day you started caching is defined on this page:

It will show up as Member Since and a date. In my case 04/18/2004 which is written in a US format of MM/DD/YYYY.
To find your cache finds sorted by date.
Click on:
Play -> Hide & Seek a cache
Then in the "Other Search Options" box, type your caching username into the "Found by Username" field and hit "Go". Then click on the "Placed" column to sort by date placed. If the most recent caches are at the top of the list, you can click "Placed" again to sort so that the oldest caches are at the top.
Alternatively, if you use GSAK, load your finds in, and it is much easier to search.
On the basis I don't like asking you to do something I haven't done, I have found one cache on my caching start date, which is GCJ7DB. In your log, please enter the day you started caching, the GC code and the cache name, for example I would enter:
18 Apr 2004 - GCJ7DB - Carolyn's View "Otago"
Rules:
To log this cache, you must have found a cache on the very same day and month that you registered your GC account (i.e. year does NOT have to match). If you can manage to match the year too then please mention this in your log and give yourself a pat on the back.
