While you're looking for this cache, you can enjoy the lovely view and the beach. This place is not very muggly, so normally, you don't have to be very cautious. There are no stairs but there is a fence on the east side of the Water Filtration Plant, and a bit of the fence us missing, so you can go through there and then down the hill. Be careful, it's a bit steep. Not suitable for young kids because of the steep hill and we would suggest that you don't go if it is raining hard.
The cache is in a medium sized lock-n-lock container hidden near the water's edge. Note that this cache may not be findable in the winter if the lake is frozen near the shore. Plus access in winter would be much harder as there is a steepish hill you have to descend. Unfortunately this area is not maintained by the City of Toronto so if you need an earth day project, this would be a good one.
