This is the final cache in the Who's Caching in Jefferson County West Virginia series. The cache is NOT at the posted coordinates but they will get you in the right area to get off the hiway.

You are looking for a Regular (large) size Lock-n-Lock with lots of swag for the final. Use the information you found from the other caches in the series to figure out the final location and make your find.
