I believe in the power of telepathy and I believe it is certifiable with this puzzle.   I'm thinking of a virtual place that serves as a sort of portal.   This place has a implied physical location that, although clearly visible, remains invisible to most.   As you read this I need you to think of the words "certifiable telepathy" and I will transfer the physical location to your mind telepathically.   When you have received this message, simply subtract 13.833 minutes from the latitude and 15.130 minutes from the longitude to determine the location of this puzzle's cache.
