Red Herring: Psychology Master

This cache is NOT at the posted coordinates. You must solve the puzzle to find it.

The Red Herring Instigator is looking forward to retirement. His grand plan is through education. After obtaining his B.S. degree, he is now a grad student working on his Master of Psychology. He has learned that if he throws enough information around, it will probably be misinterpreted and somebody will believe him- maybe! But then he is already a Master of Deceit!

Once he obtains his Masters degree, there will be no looking backwards as he plans to go for his PhD in Mathematics. His Master's dissertation may be somewhat puzzling, but if you stick with it, you will eventually see the light. It starts right here:
