The command center is a good city block in size and consists of both above and underground buildings up to two underground levels deep. Built in 1980ies it was to be manned by close to 500 military personnel. Today it is probably the largest and best preserved disused Cold War period underground command center in ex-soviet Baltic states.
Soviet Army was manned through conscription for a term of service. The 1967 military service law reduced the term of service from three to two years. A bi-annual draft in May and November was introduced then, also, replacing the annual draft in fall. This system was administered through the thousands of military commissariats (voyenkomat) located throughout the Soviet Union. Between January and May of every year, every young Soviet male citizen was required to report to the local voyenkomat for assessment for military service, following a summons based on lists from every school and employer in the area.
There was a tradition in Soviet Army for conscripts at the end of the term of service to leave an inscription in some out of sight location at the place of service stating their name and year of demobilization (dembel or dmb). Many such dembel inscriptions can still be found inside now abandoned Soviet military installations in Latvia. You will be able to observe some near the cache hiding place.
Please do not deface the walls with Your own texts. Do not damage remains of the existing wall signs, furniture and machinery. Do not leave any trash around and take out any modern day junk left there by others. Thank You.
Be careful while exploring both above and underground! Most of the access shaft protective covers are long gone, taken away by metal thieves, so now the abandoned military facility has some extremely deep unprotected holes for careless explorer to fall into. It is possible to explore alone, but You will be much safer and feel better if accompanied by a friend. If You want to experience the claustrophobic beauty of underground parts of the complex You will need a good flashlight and a spare flashlight as well. Check both of Your flashlights carefully before stepping into one of the bunker entrances! The underground complex is huge, but has many entrances/exits so it is nearly impossible to get permanently lost in there. However if You're unsure about Your spatial memory, be advised to stay outside.
Although some daylight gets into the cache hiding place, You will need a flashlight to find the container and to put it back properly to where You found it.
