Willy Wonka's Enigma Mystery Cache

WINSLMA: It is a very sad time, but I need to archive a number of caches. I would have loved to keep this series active but one cache in the series has been archived which makes it almost impossible to find all the caches.

To me, solving a puzzle was almost more enjoyable than finding it. To solve you had to of course use an Enigma machine. I believe I used the 24th line to set up the puzzle because it was the 24th day of October (not 100% sure. It has been 10 years) . After it was decoded, you then needed to translate part of it from German to English.

Code and replacement log attached. I also attached a file I used to create the coding.

This is the second puzzle cache in the Willy Wonka & The Chocolate Factory Series. There are 7 puzzle caches in this series. You need to solve and find the first 5 puzzle caches in order to find “I’ve Got A Golden Ticket” and claim your Golden Ticket. Each of the first 5 caches contains a piece of information that is needed to solve “I’ve Got A Golden Ticket,” so please bring a pen and paper to copy the information.

There is also a hidden puzzle within the series. You will know when you find the puzzle for “Where Is The Hidden Puzzle?” GC1XK7Q. Good luck!

You probably always wondered how Slugworth (aka Mr. Wilkinson, aka Gunter Meisner) was always within a few feet of the person who found each Golden Ticket. Easy, Willy Wonka emailed him the coordinates of the each location. The emails were encrypted using an Enigma machine because Willy Wonka feared the emails would be intercepted. Gunter Meisner was a German actor so naturally he would know how to use an Enigma machine. Right?

I have Mr. Wilkinson's Blackberry (don't ask how I got it) and found the email listed below. I also found this on Mr. Wilkinson. Can you figure out the coordinates to the next piece of the puzzle?
