The posted coordinates are not for the actual cache but for a common Kanawha Valley Regional Transit Authority structure where you will find a two digit number prominently displayed. You will need this number to complete the coordinates of the actual cache.
Just across the road is a government facility that might be considered a hint. The cache is not within that property.
The Centre Way Turn Loop does have a barely readable 'No Parking' sign posted, but the listed parking location has a wide pull off area, just watch for traffic as you cross the road.
