The cache is not at the listed location, but you will find lots of cars there. Just don't try to reach that spot on foot.
To find the actual cache location, the maze below may be of help. The final location is a driveby, in a spot you can wait and watch lots of other cars. Be careful pulling in as the road edge is rather broken, and be careful of traffic.
