Near the cache is the office of the Mecklenburg County Board of Elections. The office is in the black building clearly visible from the cache. Until April, 2008, anyone from any precinct could vote here prior to elections. This was the super precinct, albeit one without a number. So, let's call it Precinct Zero.
You can register to vote at Precinct Zero any time. In North Carolina, you can register for the party of your choice or you can register as Unaffiliated. If you are a resident of Mecklenburg County and have not registered then why not take the extra time while you are here to do so. After you have discovered the cache, of course.
