First of all, I stole the name for this cache from a recent puzzle up in Ohio by dk8ril. I thought the use of license plates was very kewl and decided I wanted to do the same thing; however, the puzzle itself is completely different (so no point in asking the locals how to solve their version 
.
I apologize if I didn’t use your handle…I only had so many available slots, and I pretty much handed those out to active puzzlers. Please forgive me!
North on the left; West on the right. Coordinates resolve to standard format (no conversion from UTM, etc). No leading zero on the West. The puzzle has nothing to do with the states on the plates (except for perhaps the "hint" plate)...they were selected semi-randomly and it isn't a statistic based on the individual cachers listed.
